Franklin & Marshall's Public Safety Department, under the direction of Chief William McHale, includes sworn police officers, security officers, and dispatchers. Public Safety works 24 hours a day providing safety services through the deployment of vehicle, foot, and bicycle patrols. |

Bias Reporting Form
F&M is committed to fostering a safe and welcoming campus community; in turn, it is
the responsibility of each person within the Diplomat community to join in creating
an environment in which others can thrive without fear, hate, or bias. All community
members, including students, faculty, and staff, may use this online form to make
the College aware of these incidents.
Please note, this form should not be used to report allegations of sexual misconduct.
Those reports should be made using the Sexual Misconduct Reporting Form.

F&M is in compliance with the Pennsylvania College and University Security Act of 1988. This act governs the responsibility of Pennsylvania institutions of higher education to report crime statistics and rates and to provide descriptions of security policies and procedures to applicants, matriculated students and employees.
One of our highest priorities is providing a safe environment for the entire campus
community. The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime
Statistics Act requires us and all institutional officials with significant responsibility
for campus and student affairs to publicly disclose campus crime statistics. By October
1 each year, this publication is developed and is intended to make you aware of the
safety and security policies that have been instituted at Franklin & Marshall College
to provide a safe academic environment.
Drug and Alcohol Abuse Prevention Program Report
The Drug-Free Schools and Communities Act of 1989 and The Drug-Free Workplace Act
of 1988, require that an institution of higher education that receives Federal funding,
such as Franklin & Marshall College, certify to the Secretary of Education that it
has adopted and implemented a drug and alcohol abuse prevention program (DAAPP) to
prevent the unlawful possession, use, or distribution of illicit drugs and alcohol
by all students and employees on school premises or as part of any of its activities.

Report and provided annually to all students and employees.
Lost and Found
Items accepted by the Department of Public Safety include: Wallets, cell phones, handbags, jewelry, electronic devices, pharmaceuticals, weapons, eye glasses, money, credit cards, ID's of any kind and bicycles. Items of little monetary value are not accepted by the Department of Public Safety. These items can be deposited at the Steinman College Center information desk, including: Backpacks, luggage, umbrellas, sports equipment and clothing.
Motor Vehicle Information
Motor Vehicle Registration
Bringing a car to campus is a privilege, not a right. All students, faculty and professional staff, who plan to operate and park a motor vehicle on campus, are required to register their vehicle. The process will begin online through mydiplomat account , selecting transportation, then parking permit registration. Once submitted, you may pick up your decal at Department of Public Safety, (located on the backside of Brooks College House) Monday through Friday 8:00 am to 5:00 pm. Please show your state vehicle registration and College ID to receive the decal.

To submit an appeal, download the Parking Violation Appeal Form, complete it and return it to the Department of Public Safety within (5) days of receiving the violation notification. Appeals are reviewed and ruled upon by the Parking Review Board composed of a member of the Professional Staff and two students. Members of this committee shall remain anonymous. Public Safety presents the appeal but is not a voting member of the review board. The Board’s decision on an appeal is final. Parking Violation Appeal Form »First Year Parking Waiver
Franklin & Marshall prohibits first-year students from bringing vehicles to campus or surrounding neighborhoods unless a First Year Parking Waiver is approved. Submitting a request for a waiver DOES NOT constitute approval. First Year students should not bring a car to campus until the request has been reviewed and approved by the Parking Waiver Committee.
First Year Parking Waiver »Visitor Parking Hang Tag
Guests requiring short-term parking should report to the Department of Public Safety when arriving on campus to obtain a temporary 'visitor parking pass' that should be displayed on the dashboard or rearview mirror of the vehicle. Guests are instructed to park in designated lots on campus. Campus departments may also call Public Safety in advance and obtain parking passes for a specific date for distribution to guests. All Departments on campus are encouraged to manage infrequent visitor parking with their own 'guest' sandwich boards.
»Parked Unattended Vehicle
When a vehicle is left parked and unattended on Franklin & Marshall property, a Vehicle Liability Waiver is required. Please use the link below to download and complete this Waiver. S.A.F.E (Safe Defense Awareness & Familiarization Exchange)
Taught by Public Safety officers, S.A.F.E. is a 1-1/2 -hour program designed to provide educational awareness, and to introduce the aspects of self-defense to students and staff. Please check back with us each semester for new S.A.F.E. sessions.

First Aid, CPR & Automatic External Defibrillator (AED)
In all medical emergency situations call Public Safety at 717-358-3939 or dial 911. If possible, someone should remain with the victim at all times until professional help arrives. Always ask or look for a medic-alert or medical ID (either a bracelet or a necklace). When calling for help, be prepared to relay the exact location of the patient and any medical information available from a medic-alert or medical ID bracelet. Franklin & Marshall campus has many AED units located throughout the campus, with 2 units in Public Safety vehicles. Click the button below to see the locations on the map. Programs and Resources
Lockouts
A student will be assisted by a staff member from the Department of Public Safety who will unlock the student's residence hall room, after identification is verified. A student will be allowed one such unlock by the Department of Public Safety each academic year free of charge. A $10 fee will be levied for each subsequent room unlock during the academic year.
Walking Escort Service
TIPS Classes
Public Safety offers TIPS training to students in order to promote safety and responsibility wherever alcohol is served or consumed. TIPS (Training for Intervention Procedures) is a world-wide training program designed to prevent intoxication and promote safety.
The program accomplishes this in a classroom setting by educating students on behavioral cues, intoxication risks, liability issues, and intervention. If you would like to schedule a training session, please contact Officer Keely Johnston at 717-358-5805 or kjohnsto@fandm.edu.
COPs Program/College House Liaison
The House Liaison and COPs program is a joint effort of the College House system and F&M Department of Public Safety. The Liaison program began as a plan to improve communication between College House residents and Public Safety. An officer from Public Safety is permanently assigned to a college House so that students and house staff can connect with the officer.
The program expanded in 2012 with the addition of the COPs program. The COPs program was designed as a student led safety-security committee that is comprised of a permanetly assigned Public Safety officer and students that volunteer to attend regular meetings. The groups encourage the students to 'team up' with Public Safety to find solutions to crime trends and safety issues.
The objective is to give students the opportunity to work with Public Safety and become an integral part of solving problems. The program also gives students insight on how Public Safety works and builds rapport and trust between the groups. In addition, the groups can educate the other members of the College Houses and promote safety on campus.

Ride Along
Public Safety provides members of the campus community the ability to conduct a 'ride along' with its officers. If you are interested in a ride-along, there are certain criteria for eligibility. Participants should sign and submit the Observer Instructions & Rules as well as the Release and Waiver of Liability Agreement.
Most ride alongs are conducted during busier times on a Thursday, Friday or Saturday.
Please phone Public Safety at 717-358-3939 and ask to speak to the Sergeant in charge to
schedule a time to ride, or stop by our office at Marshall/Buchanan.
The ride along program helps to educate F&M students, faculty and professional staff
about what DPS does on a daily basis and to help observers become familiar with the
officers and the department.

Citizen Complaint Process
The Department of Public Safety is committed to providing quality police and security services to the entire campus community and its visitors. We take that duty seriously, and for that reason have adopted internal safeguards to discourage abuses of authority by our employees. Complaints regarding such abuses are vigorously investigated to ensure the integrity of the department while protecting the rights and interests of both citizens and department employees. If you feel that an employee of this department has acted in an abusive, disrespectful, discourteous or unprofessional manner toward you or others, you are encouraged to report that employee to a Department supervisor.
Complaints may be submitted in the following ways:
- In person: hand deliver to Public Safety at 609 Old Main Drive.
- Mail: send to the Chief, Director of Public Safety, Franklin & Marshall College, Lancaster, PA 17604-3003.
- Fax : fax complaint form to FMDPS c/o Chief, Director at 717-358-4579.
Bias Response Protocol (BRP)
Franklin & Marshall College is committed to an inclusive living and learning community.
The safety, health and well-being of our students, faculty and professional staff
are taken very seriously. For that reason Bias Response Protocol (BRP) has been established.
A 'bias incident' refers to behavior, whether criminal or otherwise, which is motivated
by the violator's bias toward the victim's actual or perceived age, race, disability,
gender identity or expression, marital or familial status, national or ethnic origin,
religion, sexual orientation, or veteran status.
Under PLEAC Standards, the Department of Public Safety completes a 'Bias-Based Policing Prevention Form' for each person stopped, detained, arrested or cited by our officers.

When law enforcement personnel arrive, remain calm and follow instructions. It's important to keep your hands visible at all times and avoid pointing or yelling. Help for the injured will soon be on its way.
